Conservative MEPs will tomorrow (Thursday) vote against a comprehensive blueprint for handing sweeping new powers to the European Union and giving eurocrats easier access to taxpayers' money.

The report on "The Constitutional Problems of a Multi-tier Governance in the EU" by Italian Socialist Roberto Gualtieri and Polish Christian Democrat Rafal Trzaskowski goes before MEPs for approval at tomorrow's plenary session of the European Parliament in Strasbourg.

It attempts to lay the ground for expanding the rule and scope of the EU, including powers to raise its own taxes, borrow money and to remove the right of member states to veto dangerous or unwelcome legislation.

Ashley Fox MEP, Conservative spokesman on constitutional affairs, today pledged that his group would fight the proposals all the way.

He told a debate on the report: "This is clearly areport drawn up in the Brussels bubble that bears no relationship whatsoever to what our citizens really want. It is yet another step towards 'Ever closer Political Union'.

"Do our constituents really want to hand vast new powers to the Commission so it can tell our national governments how much they can tax, spend and borrow?

"Very few people believe the EU is working well. This house should accept that many member states do not believe that 'More Europe' is the answer to their problems. In the United Kingdom there is a strong mood that we would like rather less Europe.

"The EU already has too much power and interferes too much in the everyday lives of our citizens. It is too expensive and does not spend wisely the money our taxpayers give it.

"I want to see Europe reformed. I want to seethe relationship between the United Kingdom and the EU changed so that powers are returned to our Parliament in Westminster."

The South West MEP called for a new European settlement and concluded: "We need to lay to rest the concept that the European Unionis a project in which powers can only ever flow towards the centre. Those days are over.
